Yes, it's Wakka, at 19.
With a costume redesign to boot.
Basically, this is a version of Wakka for a game that is largely Kingdom Hearts based, but with a much stronger Final Fantasy element (and no Disney-worlds). Since Wakka exists both in the FF continuity and the KH continuity, I merged the two together to get an average. I imagine he looked a lot like this at 19 anyway.
There'll be a shaded version someday.

i really do not like wakka but your design is so good i think that it had been in the game i would have like him a little more.
